Regarding the starting salary of doctors, the Vietnam Medical Trade Union proposed that the Government submit to the National Assembly for consideration and adjustment of the starting salary for doctors. Preventive medicine doctors after recruitment should be ranked at level 2 for all job titles because the medical industry is a special industry, with high qualifications and quality of labor. To obtain a practice certificate and work at medical facilities, a doctor must spend 7.5 years (including 6 years of university study and 18 months of practice after graduation). In addition, there should be an appropriate salary payment mechanism, applying the enterprise salary mechanism to public service units that self-insure regular and investment expenses (group 1) and public service units that self-insure regular expenses (group 2).

Regarding on-call allowances, preferential allowances for jobs, and seniority, they should be included in the new salary to ensure the special regimes of the health sector, which is a sector that receives special treatment according to Resolution 20 and Resolution 46 of the Politburo:
Regarding on-call allowances: Currently, the allowance levels of civil servants, public employees, and employees in public health facilities according to Decision No. 73/2011/QD-TTg dated December 28, 2011 of the Prime Minister are too low and no longer suitable, specifically: On-call on weekdays are entitled to: 18,750 VND/day (16/24 hours); 25,000 VND/day (on-call 24/24) according to the basic salary level applied when built in 2011, which was 830,000 VND. Propose that the Government consider amending Decision No. 73/2011/QD-TTg to adjust the level of direct allowance according to the corresponding direct allowance level according to Decree No. 24/2023/ND-CP dated May 14, 2023 of the Government stipulating the basic salary level for civil servants and public employees in accordance with the new minimum wage from July 1, 2023 of VND 1,800,000. Regarding preferential allowances for occupations: The Government has just issued Decree No. 05/2023/ND-CP dated February 15, 2023 amending and supplementing a number of articles of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government stipulating preferential allowances for occupations for civil servants and public employees working at public health facilities. In which: The 100% allowance applies to regular civil servants who directly work in preventive medicine; However, the Decree is only effective from January 1, 2022 to December 31, 2023. It is recommended that the Government consider extending the Decree's term and expanding it to grassroots health workers who enjoy the allowance. Direct allowances and professional incentives, seniority should be converted to calculate the new salary level that will be applied from July 1, 2024 for the health sector. Regarding human resources for the health sector, there should be an attraction regime for specific professions such as Leprosy, Tuberculosis, Psychiatry, HIV/AIDS, Emergency Resuscitation, Pathology... which are jobs with dangerous factors, requiring high concentration of the efforts and intelligence of health workers. Some of the above special fields and specialties are about to become specialized fields without high-quality human resources and there is no suitable mechanism for attracting, training, using and treating this labor force. It is recommended that the Party and State have special attractive policies to attract human resources in these fields and specialties.

No regulation on staff reduction for specific occupations
Currently, each year there are over 1 million children born, the proportion of elderly people in society is increasing, plus many new diseases and epidemics appear, the overload situation for hospitals is increasing, if the current medical human resources are maintained, it will not be able to meet the increasing demand for medical examination and treatment. According to the World Health Organization, 1 doctor needs 4 nurses to support, in Vietnam this ratio is 1 doctor/1.4 nurses, therefore, it is recommended that the Party and State consider regulations on annual staff reduction for the health sector. If the staff is reduced annually like other sectors, then the health sector's human resources will certainly not be able to meet the quality of medical examination and treatment, the quality will continue to decline.
Regarding the General Confederation, Comrade Pham Thanh Binh, Executive Committee Member of the Vietnam General Confederation of Labor, proposed: The General Confederation should consider giving general instructions to the system of provincial/municipal Labor Federations nationwide to unify so that provincial health sector trade unions can continue to operate according to their professions and supplement specialized staff for provincial/municipal health sector trade unions accordingly. The important political event of the working class, the Vietnam Trade Union organization, the extensive political activities among cadres, union members, and workers nationwide took place successfully, with the motto of the Congress: "Innovation - Democracy - Solidarity - Development", believing that the important recommendations of the health sector will be considered by leaders at all levels of the Party, State, and Government; the press agencies will report so that policies for health sector staff will soon be given attention and adjusted promptly.
