Within the framework of the 13th Congress of the Vietnam General Confederation of Labor, the Congress was divided into 10 discussion centers to contribute opinions to the Congress documents.

At the Center, delegates actively discussed the documents submitted to the 13th Congress of the Vietnam General Confederation of Labor, contributing many opinions to the Report of the Executive Committee of the 12th Vietnam General Confederation of Labor, term 2018 - 2023, submitted to the 13th Congress of the Vietnam General Confederation of Labor.

Participating in contributing opinions at Discussion Center No. 8 led by Comrade Vu Thi Giang Huong - Member of the Presidium, Head of the Propaganda Department of the Vietnam General Confederation of Labor (VGCL) as Head of the Group, Mr. Ngo The Anh - Member of the Executive Committee of the Vietnam General Confederation of Labor, Chairman of the Trade Union of Nghi Son Economic Zone and Industrial Zones of Thanh Hoa Province, gave a speech on the topic "Building a cultural life for workers, civil servants, and laborers in the period of promoting industrialization and modernization of the country".

According to Mr. Ngo The Anh, recently, efforts to build a cultural life for the community of workers, civil servants, and laborers have received special attention. These activities not only focus on improving the spiritual environment but also create conditions for the positive development of workers, especially those working in industrial parks and export processing zones.

In the past period, trade unions at all levels across the country have proposed many important solutions to care for and improve the spiritual life of workers; at the same time, promoting cultural development activities in industrial parks and export processing zones. This work has not only received attention from the entire political system, but also received strong support from employers.

Mr. Ngo The Anh said that in Thanh Hoa province, the Union has organized more than 3,000 cultural events, from competitions, festivals to various sports and cultural activities, attracting hundreds of thousands of participants. In particular, participating in the game show "9th Hour +" and "National Workers' Football Tournament 2023" has created unique experiences, contributing to strengthening the spirit of solidarity in the working community.

At the same time, the Union has closely cooperated with agencies, localities and enterprises to promote the construction of cultural institutions in industrial parks; at the same time, through the program "Workers' Song 2022", the Union has contributed to disciplining and shaping positive thinking for workers.

In addition, the Trade Union also proposed a number of tasks and solutions in the future, including continuing to effectively implement Directive No. 52-CT/TW on improving the spiritual life of workers in industrial parks and export processing zones; proposing to participate in improving cultural conditions for union members and workers and increasing investment in spiritual and cultural activities.

"Through active and creative efforts, the Thanh Hoa Provincial Trade Union is demonstrating its important role in building and developing workers' culture, bringing great benefits to both the working community and society," said Mr. Ngo The Anh.

Discussing at the Center, Deputy Minister of Information and Communications Pham Duc Long - Chairman of the Vietnam Information and Communications Trade Union said that in the coming time, the Trade Union organization needs to promote propaganda and consulting activities on policies, laws, life, health, etc. for union members and workers.

Currently, the Trade Unions at all levels cannot have enough staff to provide consultation and propaganda to 11 million union members, so in the 2023 - 2028 term, it is necessary to apply digital transformation to consultation and propaganda activities, by building a "virtual assistant" - similar to the ChatGPT application - so that when union members need support, workers will use the "virtual assistant".
