LOCAL ADJUSTMENT OF THE DEVELOPMENT PLAN OF THE HEALTH SECTOR OF PHU YEN PROVINCE TO 2020, WITH A VISION TO 2030
I. VIEWPOINTS, OBJECTIVES, AND SCOPE OF ADJUSTMENT OF THE PLAN
1. Point of view
Basically maintain the Health Sector Development Plan of Phu Yen province to 2020, with a vision to 2030, approved by the People's Committee of Phu Yen province. Approved in Decision No. 1827/QD-UBND dated November 7, 2014, only the direction for health sector development was adjusted to ensure consistency between the planning of the health system organization of the whole province and the planning of investment in building a network of health facilities of the whole province.
3. Adjustment range
The planning only makes local adjustments, supplementing the planning orientation for the development of the health system of the project ... approved in Decision No. 1827/QD-UBND dated November 7, 2014 "to ensure consistency between the planning of the organization of the provincial health system and the planning of investment in building a network of health facilities in the province according to Joint Circular No. 51/2015/TTLT-BYT-BNV dated December 11, 2015 of the Ministry of Health - Ministry of Home Affairs" on guiding the functions, tasks, powers and organizational structure of the Department of Health under the People's Committees of provinces and centrally run cities and "Health Departments under the People's Committees of districts, towns, provincial cities" and Resolutions No. 18, 19, 20, 21 of the 6th Conference of the 12th Party Central Committee.

III. CONTENTS OF PLANNING ADJUSTMENT
a) International Medical Quarantine Center; Provincial Center for Labor Health and Environment; Dental Center; Center for Prevention and Control of Endocrine Diseases.
b) Hospitals: Tuy An regional general hospital; Son Hoa regional general hospital; Phu Lam regional general hospital.
a) Sue toàn regulatory agencies administration:
- Dissolve the Department of Population - Family Planning and establish a new specialized department with the functions and tasks of this department under the Department of Health.
- Dissolve the Private Medical and Pharmaceutical Practice Management Department and add functions and tasks of managing private medical and pharmaceutical practices to the Medical Affairs Department and the Pharmaceutical Affairs Department under the Department of Health.
b) Strengthening and developing the preventive healthcare network:
- Continue to improve the capacity of the preventive health system from the provincial to the grassroots level; increase investment in facilities, equipment and human resources for preventive health at the district, town and city levels. Effectively deploy preventive work, management and treatment of certain non-infectious diseases.
- Newly established & ... Center for Health Education and Communication and some other medical units have the same functions and tasks.
- Create conditions and encourage organizations and individuals to register to establish facilities providing health education and communication consulting services.
c) Perfecting the medical examination, treatment and rehabilitation system:
- Establish a new 115 Emergency Center (by 2020, integrated activities will be carried out at the Provincial General Hospital; after 2020, a new facility will be built on the land west of the Department of Health Office).
- Investing in developing a remote diagnosis and treatment support system (Tele-Medicine) at the Provincial General Hospital, the Maternity and Pediatrics Hospital and other medical units with meet the conditions under the guidance of the Ministry of Health (stipulated in Circular No. 49/2017/TT-BYT dated December 28, 2017 regulating telemedicine activities); connect with upper-level hospitals to improve the effectiveness of diagnosis and treatment of complicated cases in the province.
- Maintain and invest in upgrading and expanding provincial and district health facilities, specifically:
* Route province:
(1) Phu Yen Provincial General Hospital: achieves the standards of a grade I hospital before 2020 and increases the scale of inpatient beds to 800 beds by 2020 and 1,000 inpatient beds by 2030.
(2) Obstetrics and Pediatrics Hospital: meet the standards of a grade I hospital before 2025 and have a scale of 400 inpatient beds by 2020 and reach 500 inpatient beds by 2030.
(3) Traditional Medicine Hospital: meets the standards of a grade II hospital in the period 2025 - 2030, with a scale of 250 beds in 2020 and 300 beds in 2030.
(4) Rehabilitation Hospital: meets the standards of a grade II hospital in the period 2025 - 2030, with a scale of 200 inpatient beds by 2020 and reaching 300 inpatient beds by 2030.
